A standard counterpart of a styled question should be shown even if it has a thumbs-down value > 0

Description
If a user provides wrong answer to a styled-question we ask if he wants its simpler version but if the standard question has a thumbs-down value > 0 then he won't see the same standard counterpart of the styled-question instead some different standard question will be shown having thumbs down <= 0.
Going forward we need to make sure that thumbs-down has no effect on standard questions.
